EXECUTIVE ORDER 11051 specifies the duty of any office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and financial or financial meltdown.
Secondly, only US citizens who own land, a true home, and pass a simple voting test, will have the vote.
